Scott E. Coffin, Chief Executive Officer
Scott E. Coffin is the Chief Executive Officer (CEO) for the Alameda Alliance for Health (Alliance), a publicly operated safety-net health plan that serves more than 270,000 residents in Alameda County. The Alliance is a public entity that is governed by a 15 member Board of Governors appointed by the Alameda County Board of Supervisors. As CEO, Mr. Coffin oversees the entire operation of the health plan and ensures that all Alliance members receive timely access to quality health care and the highest levels of customer service. He has more than 22 years of experience in health care leadership, including health plan management and hospital administration, and has dedicated the last decade of his career to integrating Medicare and Medicaid services, innovating shared savings and gainsharing arrangements, and implementing quality improvement programs. Mr. Coffin serves as a Board Member of Local Health Plans of California and First 5 Alameda County, and continues to develop partnerships with providers that lead to improving the quality of life.
Prior to joining the Alliance, Mr. Coffin served as the Executive Director for Anthem Blue Cross, Northern CA and oversaw the $1.1B operations for over 500,000 Medi-Cal members in 18 urban and rural counties in Northern California. Mr. Coffin founded the DeSante Group LLC, a health care consulting firm that delivered Medicaid and Medicare integration services to state health agencies, health plans, hospitals and physician groups. He also has held leadership positions with the Health Plan of San Joaquin, Blue Shield of California, Sutter Health Hospitals, and Vision Service Plan. Mr. Coffin earned his degree in business administration at California State University in San Bernardino, and continued his professional development and education at Dartmouth College Tuck School of Business.
Michael Griffis, M.D., Chief Medical Officer
Michael Griffis, M.D., MBA, is the Chief Medical Officer at the Alameda Alliance for Health, with responsibility for all Medical Management Services. He is a Diplomate of the American Academy of Family Physicians.
Dr. Griffis lives in Alameda. When not working, he enjoys traveling, reading, and running. Dr. Griffis is boarded in Family Medicine with a Certificate of Added Qualifications in Geriatric Medicine. He received his MD degree from the Ohio State College of Medicine, completed a Family Practice Residency at the UCSF/Santa Rosa Program and completed a Fellowship in Geriatric Medicine at the University of Chicago. Dr. Griffis also has an MBA from Harvard University as well a Bachelor of Arts degree in Chemistry and Spanish Literature from Whitman College.
Matthew Woodruff, Chief Operations Officer
Matthew Woodruff is the Chief Operations Officer at the Alameda Alliance for Health, with responsibility for all health plan ongoing operations, providing oversight to Claims, Facilities, Contracting, Provider Services, Member Services, Data Validation, and Community Relations. Over the past year, Matthew has worked to reorganize his internal departments and create promotional opportunities for his teams and departments. He has also worked to update and improve the facilities and overall physical workplace environment.
Mr. Woodruff’s experience as a leader in health care has garnered him recognition as Distinguished Service Awardee from the Department of Health and Human Services. He also serves as the Chair of the Membership and Registration Committee for his sons’ local Boy Scouts chapter.
Matthew lives in San Jose, California with his wife, Maria and their two children. When he is not working he enjoys jogging, reading and spending time with his family. Matthew attended St. Mary’s College in Moraga, California and earned degrees in psychology and religious studies.
Matthew Levin, Chief Compliance Officer & General Counsel
Matthew Levin is the Chief Compliance Officer and General Counsel at Alameda Alliance for Health (Alliance). In his role as Chief Compliance Officer, he oversees regulatory and compliance functions to ensure that the organization meets all applicable statutory, regulatory and contractual requirements. He is responsible for overseeing relationships with regulatory agencies, regulatory audits, all internal and external compliance and auditing activities. In addition, he is responsible for oversight and strategic direction for the grievance and appeals, provider dispute resolution, and vendor management departments.
In his role as General Counsel, Matthew provides guidance on strategic initiatives and new program implementation, healthcare legal issues, public law and government practice issues, board administration and governance issues, and litigation activities. He also provides advice and counsel to all operational departments on numerous topics including quality improvement, procurement, human resources, and provider contracting and operations.
Prior to joining the Alliance, Matthew was Senior Managing Consultant for the Berkeley Research Group, an organization providing independent advice, data analytics, and regulatory and dispute consulting to industries ranging from finance, healthcare, banking, and information technology. He has over 10 years’ experience in the healthcare industry with experience in the private, public, and consulting sectors.
Matthew attended the University of California, Los Angeles where he earned a Bachelor’s degree. He went on to receive a Doctor of Jurisprudence from the University of West Los Angeles. Matthew is licensed to practice law in the State of California.
Aman Bhasin, Chief Information Officer
Aman Bhasin is the Chief Information Officer at the Alameda Alliance for Health (Alliance). As Chief Information Officer, Aman provides vision and leadership for developing and implementing information technology initiatives; and directs the planning and implementation of enterprise IT systems in accordance with the mission, vision and core values of the organization.
Prior to joining the Alliance, Aman played a pivotal role in building a startup health plan by architecting strategies, building a technology team, and implementing key systems from the ground up, including a care management, enrollment, and claims platforms. He assured that systems were scalable, compliant, and cost effective as 5 lines of business including, Managed Long Term Care, Medicare Advantage & D-SNP, were launched. Aman serves as a Board Member of the Council for Unity Advisory Board, and a member of the Minority Affairs Council. Aman has also served as a past Board Member of the New York Law Enforcement Foundation, and the past Chairman of the Medlink International Advisory Board and the American Medical Group Association CIO Council.
Aman lives in the east bay with his wife and two children. When he is not working Aman enjoys golf, traveling and spending quality time with his family. Aman attended CUNY Baruch College and earned a B.A. in Computer Information Systems. He received a M.S. in Engineering Management from NJIT College of Engineering.
Elia V. Gallardo, Executive Director, Government Relations & Program Oversight
Elia V. Gallardo is the Executive Director of Government Relations and Program Oversight at the Alameda Alliance for Health, with responsibility for monitoring, influencing and supporting the implementation of new policy developments at the local, state and federal level.
Ms. Gallardo’s experience in the health policy sector has garnered her recognition as a National Service Award recipient recognized by the U.S. Department of Health and Human Services, Bureau of Primary Health Care and as a Public Service Award recipient recognized by the Los Angeles County Bar Association. In 2005, Elia also received a Champions of Health Professions Diversity Award from the California Wellness Foundation.
Elia lives in West Sacramento with her family including her 9-year old son. When she is not working, Elia enjoys, bicycling with her family, salsa dancing and supporting her son’s little league baseball team. Elia attended U.C. Berkeley as an undergraduate and earned a Bachelor in Arts degree in Political Science with a minor in Spanish. She received a law degree from UCLA School of Law and has been admitted to the California State Bar.
Tiffany Cheang, Executive Director, Healthcare Analytics
Tiffany Cheang is the Executive Director of HealthCare Analytics at the Alameda Alliance for Health (Alliance), with responsibility for company-wide reporting and analytics to support and ensure data driven decision making across the organization. Prior to joining the Alliance in early 2013, she held Director positions in analytics at HealthNet, Blue Shield of California and North American Medical Management. Tiffany attended the University of California at San Diego and earned her B.A. in Economics. She received a Master of Public Health degree from California State University at San Diego.
Craig A. Kellar, Executive Director, Human Resources
Craig A. Kellar is the Executive Director of Human Resources at the Alameda Alliance for Health, with responsibility for the overall administration, coordination and evaluation of the Human Resources function. Under Craig’s leadership, the Human Resources team reduced the number of open positions at the Alliance by 50% over the first six months of 2016.
Craig has 25 years of experience in health care operations management for both private and public employers including 13 years in Human Resources. In addition to his Human Resources experience he has also served as Director of Claims, Member Services and Provider Relations Departments. His experience garnered him a President’s Award at Great-West Healthcare, recognizing the top 1% of performers nationwide. He is currently a member of SHRM and NCHRA, national and regional Human Resources organizations.
Craig attended UC Riverside and earned his B.S. in Psychobiology. He has certifications as a Health Insurance Associate (HIA), Professional Academy for Healthcare Management (PAHM) and Senior Professional in Human Resources (SPHR).
